Their programmes and demands will get delayed, which is something that India as a nation should avoid. The private sector would have wanted some changes, they would not want to be restricted to one programme, but then with the equipment that we need and the time that we have, we feel this is a good solution,” he says.

And, when will the armed forces get the weapons? “Let me give you a realistic example. Today, if India were to not implement the strategic partnership policy, and right now we sign up for a programme with a foreign OEM, the earliest the arrival of the first platform into the armed forces will not be before 3-4 years. This is not a time delay, but a characteristic of the sector. Now let’s say that with the strategic partnership model, a pool (Indian and foreign) is optimistically created by the first quarter of next year. Post that a tender will be released and a contract could potentially be signed within the next 2.5 to 3 years. Then the production facilities will need to be set up, however it may well be possible that the initial lot of platforms come in a fully finished condition from abroad, while the facilities are being set up here. So we should see action on the ground in 36 to 48 months,” he concludes.

Indian Navy Chief Admiral Sunil Lanba has advised China not to trigger fresh tension in South Asia by sending ships to Arabian Sea.



*Immediately after Beijing hinted that it would deploy ships and submarines at Pakistan’s Gwadar port to protect its trade and energy routes, Admiral Lanba said that India was confident of prevailing over the Asian giant.*



*The Indian Navy chief said that although New Delhi had no plan to disrupt Beijing’s trade route, it would do so if China threatens India’s security.*



*Admiral Lanba told the media earlier this week that India was closely monitoring movements of Chinese ships and submarines in the “strategic” Indian Ocean Region (IOR).*



*He further advised China not to provoke India to take military action, saying that New Delhi would have to send ships to Arabian Sea, if China made such a move.*



*“We keep a close eye on Chinese ships and submarines, including nuclear ones, and constantly monitor their movements in the IOR. We have the capabilities, assets and plans in place to tackle any threat or challenge,” stressed Admiral Lanba.*



*He informed China that India had no plan to turn the ongoing “competition” in the IOR into “a conflict”. At the same time, he said that Beijing should understand the fact that India could not lower its guard in its own strategic backyard.*



“The Indian Navy recognises the Chinese flag will go where the trade is,” added the Navy chief.



*Meanwhile, Admiral Lanba admitted that India wanted a powerful three-dimensional blue-water Navy mainly to guard its huge strategic interests from Persian Gulf to Strait of Malacca and beyond.*



Otherwise, according to the Navy chief, it will be difficult for India to counter China’s deep inroads into the IOR. India is fully prepared to protect its daily transit of sea trade worth USD 2 billion and sprawling offshore assets, he said.



The South Asian country, which has 138 ships, including one aircraft carrier, 48 major ships and 14 submarines, and 235 aircraft and helicopters, plans to acquire 212 ships and 458 aircraft for its Navy by 2027.



Admiral Lanba told the press that the Narendra Modi government recently allocated around USD 50 billion for constructing 36 ships, six conventional and two nuclear submarines. Currently, 40,000-tonne carrier ‘INS Vikrant’, seven ‘Shivalik’ follow-on stealth frigates, four Visakhapatnam-class missile destroyers, six Scorpene submarines and two nuclear submarines (SSBNs) are under construction.



As far as the proposed defence projects are concerned, India has decided to build six stealth conventional submarines with foreign collaboration. The initial groundwork for building 65,000-tonne indigenous aircraft carrier ‘INS Vishal’ is also in progress. New Delhi further plans to construct six nuclear attack submarines (SSNs) at Vizag and to purchase four Grigorovich-class frigates from Russia in the coming months to boost its naval strength.



“Even today, the Navy has over 40 ships, four submarines and 12 aircraft deployed in waters around the Indian peninsular and island territories.



We are capable and ready to safeguard our national maritime interests anytime, anywhere, every time,” insisted Admiral Lanba. He claimed that it’s not difficult to track the movements of Chinese vessels lurking in the IOR. “Chinese submarines usually come on 90-day deployments to the IOR, with an Operational Turn-Around (OTR) at Karachi after 45 days or so. But they have to surface while crossing the Malacca, Sunda or Lombox Straits since the waters there are not deep enough,” explained the Indian Navy chief.



Beijing considers the Pakistani port as the gateway to the USD 46 billion China-Pakistan Economic Corridor.

When the Indian Army Special Forces went inside Pakistan-occupied Kashmir to carry out the famous surgical strikes last September, they used the deadly made-in-Israel Tavor-21 and Galil assault rifles to eliminate the terr0rists and Pakistan Army troops supporting them.

However, next time if they carry out similar operations, they may be equipped with the same weapons which could be made in India as Indian firm Punj Llyod and Israeli Weapons Industry have signed a joint venture to produce these rifles under a new joint venture facility at Malanpur near here.

"We are making the whole range of IWI weapon systems at the facility here including the Tavor-21 and Galil assault rifles along with the Negev Light Machine Guns, Galil sniper rifles and the X-95 close quarter carbine rifles here. We would be offering all the types of weapons required by the armed forces," Ashok Wadhawan, in-charge of Punj Llyod's defence manufacturing business told Mail Today.

The new joint venture has been named as PunjLlyod Raksha Systems (PRS). Showcasing the capabilities at the facility, he said, "all the guns to be supplied to Indian forces under existing orders. For the future tenders, they will be fully made in India." For the creation of the new facility, IWI has helped in setting up machines in the plant which is exactly the same as they have in their facility near Tel Aviv.


MANUFACTURING FACILITY TO HAVE FIRING RANGE

The manufacturing facility will also have testing and firing range in the next few weeks where the weapons could be tested before they are dispatched for supply.

Asked about the motivation behind coming up with an assault rifle manufacturing facility, Punj Llyod group Chairman Atul Punj told Mail Today, "We wanted to produce something that is already proven and can be of use to the armed forces straightaway. With the security situation around us, I think there is also a requirement for such world class weapons in the country."

He said his company was fully committed tow@rds making products under Prime Minister's pet project Make in India under the defence sector and would be looking to enhance the firepower of the forces.

The facility is also coming up at a time when along with the Army, the IAF and the Navy are also looking to equip themselves with assault rifles for their special forces and the normal ground troops both.

China’s grandiose global connectivity initiative -- One Belt One Road (OBOR) or Belt& Road Initiative (linking China with Europe via SE Asia & C Asia through land & sea links) -- which is set to receive a formal endorsement at the May 14-15 international meet (OBOR MEET) has the potential of adverse economic implications for countries in South Asia as reflected by the situation in Sri Lankan that has run into a huge debt trap by welcoming Chinese-funded projects.

While the Lankan PM is expected to attend OBOR among 28 other leaders from across the continents, Colombo is running up huge financial losses owing to high interest rates charged by Chinese lenders for the mega infrastructure projects which will now be part of OBOR. Pakistan is no better either as the huge sum of over $50 billion for China-Pakistan-Economic-Corridor can spell doom for an already faltering Pakistani economy.

Debts are turning into equity and finally ownership for Chinese firms that will not only adversely impact Sri Lankan and Pakistani economies but also create security implications for India due to China’s constant presence in the periphery. This has major lessons for Bangladesh and Nepal where China has assured to invest billions. While Bangladesh is skipping the OBOR meet, Nepal has downgraded its participation at the meet from the level of President to Deputy PM.

Sri Lanka’s growing economic engagement with China has generated concern among scholars and policymakers. China has provided Sri Lanka with over $5 billion between 1971 and 2012, and most of this has gone into infrastructure development, with China investing $1 billion into a deep-water port at Hambantota and billions into the Mattala Airport, a new railway and the Colombo Port City Project.

As a country emerging from civil war, infrastructure is crucial in facilitating Sri Lanka’s trade and foreign investment sectors. The World Bank forecasts that Sri Lanka’s GDP is likely to grow from 3.9% in 2016 to around 5% in 2017.

Sri Lanka has borrowed billions of dollars from China to build domestic infrastructure. Sri Lanka’s estimated national debt is $64.9 billion, of which $8 billion is owed to China -- this can be attributed to the high interest rate on Chinese loans. For the Hambantota port project, Sri Lanka borrowed $301 million from China with an interest rate of 6.3%, while the interest rates on soft loans from the World Bank and the Asian Development Bank (ADB) are only 0.25–3%. Interest rates of India’s Line of Credit to the neighbouring countries are as low as 1%, or even less, in some cases. Sri Lanka is facing debt crisis or ‘debt trap’ as some scholars describe it.

The current fleet strength of about 33 fighter squadrons or about 600 aircraft is far less than the required strength of at least 42 squadrons or about 790 fighter aircraft.
